فَاتِقٌ

[Hence,] one says, هُوَ الفَاتِقُ الرَّاتِقُ meaning (assumed tropical:) He is the possessor of command or rule, so that he opens and closes, and straitens and widens [or rather widens and straitens]. (Har p. 208.)
